Very poorly managed yes there is a listed manager and shares a great deal of blame for the condition of the park. Many mobile homes are unkept, abandon, or are lived in but extremely poor conditions which makes the park look unsightly to look at.
I'm a little confused. The Department of Justice sued them because they had a section that didn't allow children so a single mother with a child could not move there. Yet I have seen countless homeless shelters that only allow women and children. I reported those to the Department of Justice. Why is it wrong to discriminate against a woman, but ok to discriminate against a man? Why is it ok to say "Only women and children" but not ok to say "no children?" According to the law, discrimination is illegal. It doesn't say that one kind is ok and another not. The Department of Justice is out of control and an internal investigation needs to be done.
